China’s €5 Billion Sovereign Bond Listed on Luxembourg Stock Exchange

6月26日，中国财政部宣布发行50亿欧元主权债券，并在卢森堡证券交易所欧元多边交易平台挂牌上市。为纪念这一里程碑，卢森堡交易所专门举行了敲钟仪式。这是中国连续第二年选择卢森堡作为欧元主权债券的上市地。

On 26 June, the Ministry of Finance of the People’s Republic of China announced the issuance of a new EUR 5 billion sovereign bond, to be listed on the Euro MTF of the Luxembourg Stock Exchange (LuxSE). To commemorate this milestone, LuxSE hosted a Ring the Bell ceremony, marking the second consecutive year in which China has selected Luxembourg as the listing venue for its euro denominated sovereign issuance.

仪式当天，卢森堡财政大臣Gilles Roth、中国财政部副部长宋其超、中国驻卢森堡大使华宁
、卢森堡财政部金融中心发展事务主任Jennifer de Nijs，以及来自中国银行、交通银行、法国农业信贷银行和卢森堡金融推广署的代表共同出席。

The ceremony brought together Luxembourg’s Minister of Finance Gilles Roth, Vice Minister of Finance of the People’s Republic of China, Song Qichao, Chinese Ambassador to Luxembourg Hua Ning and the Director for the Development of the Financial Centre at Luxembourg’s Ministry of Finance, Jennifer de Nijs, alongside representatives from Bank of China, Bank of Communications, and Crédit Agricole CIB and Luxembourg for Finance (LFF).

此次新发行为中国与卢森堡证券交易所长期合作续写了新的篇章。双方合作始于1994年，当年中国首笔国际主权债券即在卢森堡交易所挂牌上市。

The new issuance marks the latest chapter in the long-standing relationship between the People’s Republic of China and LuxSE, which began in 1994 when China’s first international sovereign bond was listed on the Exchange.

近年来，中卢合作不断拓展深化。目前，卢森堡证券交易所已挂牌大量来自中国发行人的债券产品，彰显了中国资本市场与卢森堡国际金融中心之间合作关系的深度。

China’s partnership with Luxembourg has expanded significantly in recent years. Today, LuxSE lists a broad range of bonds from Chinese issuers, reflecting the depth of the relationship between China’s capital markets and Luxembourg’s international financial centre.

在债务资本市场之外，卢森堡证券交易所还持续发挥着中欧之间可持续金融与绿色金融的桥梁作用，支持可持续投资领域国际合作的进一步深化。

Beyond debt capital markets, LuxSE continues to serve as a bridge for sustainable and green finance between Europe and China, supporting enhanced international cooperation in sustainable investment.

本次发行进一步加强了中国与卢森堡之间的金融联系，体现了两大市场长期合作关系，同时再次彰显了卢森堡作为中国发行人对接国际投资者的欧洲首选平台。

This issuance further deepens the financial ties between China and Luxembourg and underscores the long-term collaboration between the two markets. It also reaffirms Luxembourg’s role as a preferred European hub for Chinese issuers seeking access to international investors.
